Percy. even thoe Eragon can use Magic, Percy can use his own form of magic too, and Percy is way better than Eragon (at swordsmanship). plus, Percy has the gods backing him up, and Eragon only has saphira. It doesn't matter that eragon can fly with Saphira, because Percy has blackjack, and blackjack can fly.

i cant answer this one, sincce i havent read eragon. but from what my friends tell me, i think that percy would win.
