Re: Water v.s. Fire
This is fairly simple fire can not exit without, fuel, heat, and air. Take any of those away and fire dies. It is an incredibly destructive force but not the greatest weapon. As you stated due to the abundance of water on our planet, having the ability to control it would make it a greater weapon.

Re: Water v.s. Fire
Controlling fire isn't an option unless you're talking about controlling something which is on fire, like controlling burning methane or oil, since a fire is more a process of burning rather than a thing in itself. In terms if propulsion, burning methane can't be propelled very far without either slowing consierably or burning out. Oil has greater range though.
Water confuses me. Is it pure water that is in question, or just any water? It is also very heavy, and I imagine would take quite an effort to shift, special powers or not. Also it isn't 70% of the earth, merely that it covers 70% of the surface.
Going back to the fire idea. Suppose it was the power to intiate nuclear fusion whenever you wanted. This is what fuels the sun, by forcing atoms and molecules together to form new ones, and releasing massive energy through the process. Just a thought.

Re: Water v.s. Fire
No wonder you can expound so well. I still take water though. I grew up with my dad and brother as volunteer firemen. I have seen all my life the destructive force of fire, ander the power of water. Water is heavy and hard lift. The force of water is incredibly strong. Look at floods, tsunami, water falls, etc. I'll stick with water.

Re: Water v.s. Fire
Water for sure, it always wins in the end. Water can put out fires, water can destroy almost anything, water is one of the oddest and most useful substances in existence. Arguably if you have control of water then you have control of every single human being seeing as we are all made of a large percentage of water, (60-70% i think). If you control water you can destroy a human being by simply removing the water content from their body, or if you were powerful enough you could literally control movement by shifting the water content of their body.(e.g. raise arm by moving water content in it upwards).
Water may take longer than fire to destroy something but it exists independently without needing anything to fuel it. It can erode and dissolve a hell of a lot of materials, may take thousands of years but water will always win. Unless you can overcome the covalent bonds between the oxygen and hydrogen.
So water all the way.

Water v.s. Fire
I ment all water just saying . I know that its just the crust but since the mantle is two hot and deep and the core is basicilly lava and probably something we will never see in our life time i only ment the crust, sorry i should have been more specific Water is better in my opinion because i now what fire can do one of my friends lost her grandfather to a fire set by a piromaniac, yes water can also do harm but fire can do more. You add water to fire the fire goes out but you add fire to water you get danerous hot steam. so yes i still go will water.

I have to say I'm going with water. Just like everyone else said, water can destroy anything. Even if it takes thousands of years.

Re: Water v.s. Fire
Water, because even though the earth was originally fire, water came and put out the fire and became the dominant element in the world, so like everyone has said even if it takes time water always win. Like it is said soldiers win battles, but tacticians win wars. So I suppose fire has the better offensive, but water is really the more strong, and patient one, which in the end makes water the stronger one.

Re: Water v.s. Fire
I'm still undecided, but here's some factors to think about.
Water is really heavy. If you've ever carried a bucket of water you'll know it's heavier then expected. Controlling water would most probably have a toll on the user.
I agree that it is more useful and vesatile then fire, but fire is useful too, like when you need to get a bonfire going, stuff like that.
I think fire would be faster than water as well, since you would have to force the heavy water towards your enemy, whereas fire I think would almost be weightless.
In a fight between the two I would definitely choose water because fire just can't compete derectly with water, as Percy showed us in the film when he fought the Hydra. Although fire might stand a chance. Even a simple candle fire is 1000 degrees centigrade/1830 degrees farenheit (wikipedia), and at that temperature I bet water can't even get close to the fire without evaporating.

i vote water... water kills fire faster than fire kills water... if you had an equal amount of water and fire, the water would last and the fire would burn out

i like fire because its quicker and destroys more things than water does. and fire causes warmth and helps, too.

Re: Water v.s. Fire
yeah, funny story about that... when i was like 5 years old i actually fell into a fire... and it hurt a lot... and i had to have like these huge ugly casts all over my arms and legs and stuff for a long time, and i hated them... but i still think fire is pretty. the colors are pretty, and it like... dances around yeah, technically i should be afraid of fire, especially after falling into it, but i guess i just weird like that. idk, i just never was afraid of it.

Re: Water v.s. Fire
i am burning stuff for my book report (to be creative) and i have to agree with DiaClaireNoel .fire is really pretty if u look close at it (not too close), you can see it slowly burn the material like an army approaching war. and the flames are different colors that blens and swirl. it is a sight no see up close (but not too close)
